About the Program

The Modernizing Government Regulations(MGR) Program is a comprehensive national regulatory reform program being implemented by the Development Academy of the Philippines(DAP) in cooperation with the National Economic and Development Authority(NEDA).

In line with the Philippine government’s goal of pursuing good governance, the program aims to:

  • enhance the capability of regulating agencies to develop smart regulations through regular capacity building;
  • prevent regulatory failure through risk based approaches;
  • improve the effectiveness of regulations with regulatory management system(RMS); and
  • reduce the costs of administration and enforcement through the combined use of regulatory and non regulatory alternatives.

Moreover, the MGR Program supports the goals of sustaining socio-economic growth and making it more inclusive by:

  • improving the ease of doing business, especially for small and medium scale businesses;
  • attracting investments in priority industries and creating more jobs aside from secondary effects in related upstream and downstream industries;
  • providing regulatory environment conducive for local businesses to be competitive in the global market; and
  • developing and effective regulatory framework that would guide future regulations for sustained competitiveness.

The MGR Program is among the different government initiatives that aim to improve the regulatory environment in the Philippines. The NEDA has rolled out the conduct of Regulatory Impact Assessment(RIA) to specific agencies such as the Department of Tourism (DOT) and Department of Labor and Employment (DOLE), among others. the NCC has also begun implementing Project Repeal to identify and revoke outdated and unnecessary laws and provisions that impede the efficiency of public service delivery.

The intent of the Program is to establish mechanisms towards a whole-of-government approach that will harmonize and support these related efforts by:

  • addressing the difficulties imposed by existing regulations with recommendations on reducing unnecessary regulatory burden (RURB) by highlighting a more interactive and interagency regulatory review and management;
  • developing a quality regulatory management system (QRMS) to be implemented by regulatory agencies that would safeguard the quality of regulations;
  • designing a Philippine Business Regulations Information Systems(PBRIS) which would served as a library and information dissemination platform and consultation channel; and
  • institutionalizing regulatory review and management tools, such as RIA, that are well-suited to the Philippine economic, political and cultural setting.
